Allied Health Equitable Recruitment and Retention DOL Grant Project Director

Black River Technical College (BRTC) is seeking qualified applicants for the position of Allied Health Equitable Recruitment and Retention Grant Project Director for the Department of Labor (DOL) grant awarded to the College. This is a full-time, non-classified 12-month position located on the Pocahontas campus. This is a federally-funded grant position and is for the length of the grant, which ends April 30, 2028.

Position Description:

In 2024, BRTC received a DOL grant to support activities that address higher education equity gaps for minority students, particularly in the healthcare sector, focusing on recruitment and retention for the high demand career and technical center programs of nursing assistant, phlebotomy, and emergency medical technician (EMT). Under the direction of the Vice President for Academic Affairs, the DOL Grant Project Director will oversee all grant activities.

The primary location for this position is the Pocahontas campus, but some intercampus travel will be required. Work hours will generally be fixed to BRTC’s daily operations, but a flexible work schedule will be required for special events.

Job Summary:

The DOL Grant Project Director will be responsible for overseeing all grant activities including communications with the DOL Federal Project Officer and the Developmental Evaluator, budget oversight, van schedules, wrap-around services including tutoring and translation services and will assist with coordinating efforts for all Marshallese Educational Initiative (MEI), industry, NEA Intermodal Authority, Healthcare Sector Advisory Board, and College of the Marshall Islands partnerships, assist with coordinating advisory meetings, job fairs, and other events for program career and technical center (CTC) students. The DOL Grant Project Director will also be responsible for collecting all program data, data analysis, and delivery of data to the Developmental Evaluator and will supervise the Allied Health CTC Liaison.

Essential Duties and Responsibilities:

·         Oversee the implementation and management of the grant's objectives, ensuring alignment with project timelines and deliverables.

·         Supervise and coordinate, in conjunction with the CTC Director, all activities related to the CTC high school students enrolled in college-level allied health courses (EMT, CNA, Phlebotomy).

·         Develop and manage partnerships with key stakeholders, including industry partners, the College of the Marshall Islands, and the Marshallese Educational Initiative.

·         Coordinate wrap-around student support services, including tutoring, translation services, and other resources aimed at student success.

·         Monitor student progress and provide academic interventions as needed, ensuring all students receive the necessary support to complete their programs.

·         Oversee data collection and analysis for all participating students, maintaining accurate records for grant reporting and project evaluation.

·         Serve as the primary point of contact with the Department of Labor Federal Project Officer, providing regular updates and ensuring compliance with grant requirements.

·         Supervise and guide the Allied Health CTC Liaison.

·         Prepare and submit all required reports, ensuring they meet the standards and timelines set by the Department of Labor.

·         Develop and implement strategies for sustained student engagement, retention, and program completion.

·         Oversee budgeting and resource allocation for the grant to ensure effective and efficient use of funds.

·         Promote continuous improvement of the program by incorporating feedback from students, staff, and partners.

·         Assist with marketing and promotion of the grant programs

·         Select CTC program participants to serve on advisory board

·         Ensure CTC program participants receive career navigation/coaching services each semester

·         Coordinate laptop check out to students

·         Assist with renovations and equipment purchases

·         Create and submit open education resource (OER) plan and oversee submission of OER artifacts.

·         Interact successfully with various levels of personnel within and outside the college, able to develop and present materials, interpret technical and detailed guidelines, policies, and procedures and simultaneously manage multiple issues and projects.

Qualifications:

The formal education equivalent of a baccalaureate degree, but a master’s degree is preferred, plus experience with managing a grant. Other job-related education and/or experience may be substituted for all or part of these basic requirements. The ideal candidate should be energetic, motivated, and able to demonstrate a track record of successful, progressive responsibility.  Strong analytical skills, strategic planning skills, and communication skills are essential.  The ability to speak/translate Ebon will be given special consideration.
